Resurrect fully Public NHS 

  • Declare a National Emergency so can swiftly resurrect fully public NHS, fully funded and fully staffed.

What is a National Emergency?
  • Passing regulations without the approval of a formal Act of Parliament, 
  • side-lining usual statutory duties, and 
  • taking actions beyond the usual scope of governmental remit 
  • are all examples of ‘emergency powers’ in the United Kingdom using 2004 Civil Contingencies Act (CCA)), to make temporary special legislation (emergency regulations).
  • With due deference to the scrutinising functions of UK parliament.

FUNDING 
  • Zero Business Rates for NHS hospitals. 
      • Background Autumn Budget 2022 and Business Rates
..."Across 1,590 NHS hospitals in both nations the rateable value used to calculate bills will jump by 17.4% to £893.35m, according to analysts at Altus Group, Britain’s largest ratings advisory firm, indicating a potential extra £68m on bills. The valuation will jump by 35%, according to advisory firm Gerald Eve. That indicates nearly an additional £1.6m on its bills."...

  •  All medical training to include female anatomy .

  • All medical training to include the bodily changes from adult to aged body from age 60. Although in UK, working class begin increased ill health from age 50, men and women, mostly with multiple ailments. 


• Free tuition for nurse / midwifery medical school, with free nurse accommodation for single trainee nurses. 

  • No longer need university degree in nursing, as change to part ward based / part nurse medical school training, for new nurse students. All nurses begin as part-time Healthcare Assistants, so get some wages. 

• Ongoing free tuition in nurse medical school, for specialist nursing courses like Theatre Nurse (operations). 

• Work towards ending current NHS Healthcare Assistants, giving them all part ward based / part medical school free training up to nursing associates, then nurses. Like the old State Enrolled Nurses before the State Registered Nurses. 

• Free tuition for doctors’ university degree and post graduate long and short courses to keep up to date. 

  • More training of Liver Disease and Liver Cancer Consultants 

  • More training of specific Thyroid Consultants. 

• Train nurses in Delirium 
(heard from a trainer nurse that nurses not given this training). 

What is the most common cause of delirium?
      • It is not clear why or how delirium develops. There are many potential causes, with the most common including after surgery, infections, medications, and organ failure (such as severe lung or liver disease). The underlying infection or condition is not necessarily a brain problem. 


• Free tuition and students grants for mental health nurse training in UK for citizens and non-citizens. 

• Medical training of healthcare assistants / student nurses, nurses and doctors to include
Dementia / Alzheimer as standard.  


• Free tuition and student grants for university degree for pharmacists.  


FULLY FUND NHS MENTAL HEALTH

• Ensure children are not treated on adult mental health wards. 

• Stop those with mental health problems being sent to
out-of-area placements, far away from family to visit. 

• Fully fund public NHS Mental Health. 

• NHS Mental Health will provide counselling services for all children in secondary schools. 

• Choice is important. Give mental health patients more choice of therapies. Using medical experts to evaluate the range of evidence-based psychological therapies on offer.

HOW TO REPLACE THE 25 PER CENT NHS FUNDING
THAT COMES FROM NATIONAL INSURANCE  CONTRIBUTIONS, BUT NEVER ENTERS THE NATIONAL INSURANCE FUND,
GOING DIRECT TO NHS?

As National Insurance Fund would become
solely a state pension scheme alone. 
No deductions for national debt. 
Not used for benefits, which will be funded by general taxation
as admin minimal so much less cost.

  • End businesses getting corporation tax relief on the premiums of your Private Health Insurance contract.

  • Raise Insurance Premium Tax (IPT) on private medical insurance
    to 20 per cent.

  • Ending private hospitals having option of registering for charitable status and paying just 20 per cent business rates. 

  • Private hospitals to pay full business rates.

  • Put 20 per cent VAT on medicines for private hospitals.

  • End all NHS hospitals having to pay Business Rates. 
  • Zero Rate Business rates for NHS.
    (Example of saving is ..."NHS hospitals in England and Wales will pay a total of £423.02 million in business rates from April 1 for the 2021/22 financial year."...)

  • End VAT payable on medicines bought by NHS.
    (NHS Trusts pay 20% VAT on medicines dispensed from a hospital pharmacy).

  • Charge private prescriptions 20 per cent VAT, instead, as now, being exempt from value added tax (VAT).
